error 23:10 HP Z6100

I have two HP Z6100 with same error code 23:10. APS test is passed every time but we have replaced APS system to both printers. We have replaced PRINT MECH board and Sausalito card too. Primer assembly is replaced too. Checked all wires and connections. After that all we got still error message 23:10. We have upgraded and downgraded firmware too.

Any other ideas?
