Fire Department Scramble help

I am currently working on a couple of local departments that are looking for a custom made logo using a scramble of letters. Most of the ones that I have seen all look like they are the same style font. I know the City of Chicago is the best example. Any clue on what font this might be? Secondly, does any one know a somewhat easy way of intertlacing the letters. Some letters go over the top of letters but are also on the underside of some others. Im using Flexi 7. Any help would be great! Heres a sample of what Im looking to do!
