flag stand material and fihishing

I've made a test for a flag stand like the one in the picture bellow. My material is right for the main flag, but there is wrinkles at the top where the pole bend. I've looked at one near my home and the peoples who made this one, use a different fabric for the pole pocket (the black part in the picture). This part seems not printed but a real black fabric.

so my question is how do I finish this flag to not have wrinkles at the top and what fabric do I use to make the pocket?
