Flexi Print/cut 8.6

Just purchased a used Mutoh Falcon Outdoor Jr. printer and an old vinyl express erc-61 or something like that? I am just getting started and want to make basic signs/banners. Will flexi print/cut get the job done? Can I do basic design work with this program? Are there any other options out there anyone would consider, possibly less expensive-the price quoted to me was $1800.00
