Font Help?

Any Ideas what font this is? I ran it through find my font with no luck.

I'm leaning toward GROTESQUE No9...although the terminals on the S & C don't quit match. ITC Franklin Gothic LT Com (Demi Compressed Bold) is also close except for the leg of the R.
