That almost looks like Times New Roman with a stroke on it, and "blurred" somehow. Do you know how this was made?

closer to cooper than times, for sure.
Now it's just bugging me. been paging through font books and lots of them are kind of close.

Check out the lower right-hand side of the G. In Cooper that shape is a smooth curve right up to the serif, but this font has a spur, like Times or TNR et. al.

Cooper: http://bit.ly/Wke6M6
TNR: http://bit.ly/14vADaA

I think it's a more traditional serif face that's been distorted or produced in some kind of strange way that's blurred out all of the corners so that the serifs look round and fluffy like Cooper.

Can it be Souvenir Bold? It's an old typeface I used in my previous setup (I no longer have it in the current one) but it may worth a spotcheck...

nope neither of these. I am going to make a trip there and get a good quality photo. This is all cut vinyl lettering and the photo was a fuzzy one that I tried to clean up as much as possible for id purposes.

It turned out to be Perpetua Bold with rounded outlines added!

Some of the other text had no outlines so that is how I identified it finally.
