Grainy Prints from HP Latex 115

Can anyone advise on what may be the problem with these prints? Printer is HP Latex 115, vinyl is Oracal 3621. We've done print head alignment and color calibration. We've temporarily solved it by using an alternative print setting but it is not a permanent fix. Is it time to replace the optimizer?

Please share any ideas on how to resolve.

Verify that the Optimizer head is jetting properly.

Also check that the vinyl is clean from contaminants like high concentrations of plasticizers - do this by cleaning an area with isopropyl alcohol, mark the area cleaned with a sharpie pen, and then retract the media and print on the cleaned area. If you see a visible difference between the clean and not clean areas, you would have proven that the media is contaminated.
