You can do the refining of your font in Illustrator, but it won't create a font file. You need a different program for that.
Pretty good tutorial here.

Another case where Corel Draw trumps Illustrator. Corel Draw can create TrueType fonts.

Truthfully, if one is wanting to create a font today, it would be better to use OTF. TTF is good for legacy support (and TTF is still supported, so don't think it's deprecated, but it isn't modern either). There are limitations for some of the more advanced features that one can get in fonts today. If the OP doesn't care about that, which they may not, this is moot. However, if I was going to create a font today, even if I wasn't needing more modern feature set, it would still be better to go to OTF.

Bare in mind too, unless this has changed, the more advanced features of font creation are not available within Draw (kinda goes into the "jack of all trades, master of none" saying). It would still be better to actually use a tool specific for the job.

You can get a plugin for illustrator that makes fonts for you, so you can. Its cheap too its like $60.
Just go get the font creator plugin for illustrator and make the font. It takes some time but if you know what you're doing, you can absolutely create a font in illustrator. There are easy tutorial videos on youtube as well for the plugin that help you with setting the type adjustments, etc so when you actually use it, it types in a reasonable fashion.

Arial Sucks.
The font creation capability in CorelDRAW is very rudimentary. And that's putting it kindly. The FontSelf plugin for Illustrator is a far better low-cost solution. Anyone needing more professional features will have to use a real font editing application like Glyphs or FontLab.
