I don't know the font but I would convert to black/white 600dpi bitmap and trace it in a good program. I use SignLab 6 for that process. There shouldn't be much clean up in any program even CorelTrace. Just my .02 worth. I do this most everyday.

My database thinks it's either Good Dog Plain or Good Dog Cool from Fonthead Design. Your image sample is pretty small to get anything further.
