How can I stretch out banner better?

Client's construction crew said that I can't use spring system, cause black borders wouldn't be able to fit with any bulge. Is there anything else I can do to even it our better?

Is that polyester fabric? If so I would have sewn velcro around the perimeter or better yet, used silicone edge material and put the fabric in a frame behind the black frame
