How to make sure it is square

Ok I receive a PDF file from customer in email looked great, sent on to printer in email, gets printed I go and mount on surface something is crooked.
I check material square all 4 sides.
I mount and you can see it is crooked looking at border/// but letters are on straight measured and level
So customer is sending file without border. I' pinstipe later after mounted.

But how do I correct this for next time, by looking at it you can not see the crookedness till mounted

Open the PDF in Illustrator, CorelDRAW, Photoshop or most sign making programs. Once open you can check size, setup and geometry to your hearts content.

Are you measuring from the true baseline of the letters? Not the lobes and the baseline on two different ends.
