Need Help HP 365 latex strange head strikes. Need IDEAS!

I'm having issues with my HP 365 latex printer. I'm getting these strange head strikes only in an 10in section towards the right side(if you are facing the printer)but off the edge about 5in. It seems to only usually be the Blk/Cyan heads that are most prevalent at making these marks. Its doesn't do it all the time. Though its happens a lot more often when the print has blue as major coverage. I typically do all the repairs that are needed. But I'm not sure why this is happening. I've tried all normal trouble shooting. Hasn't fixed it. But I'm perplexed. Why is it only a small section of the print area? Why only those heads, I've changed them since with no relief. Is it tension from the take up reel causing binding, maybe? Any Ideas would help. Reprinting about a quarter of the prints is hurting.

Here are some photos take just now. As you can see its only in that section. Different profiles. The belt is fraying a good amount on the bottom. Could that cause the issue or something with the spindles? Vacuum pump? Its driving me crazy. Cause im not sure where to start :mad:
