HP Scitex FB 700 Head Motion Failure With No Obstruction

Hello I have an HP Scitex FB 700 that is getting a head motion failure error every time the head approaches the service end. I cleaned the top of the encoder strip per the user cleaning and maintenance manual but to no avail. Has anyone else had this problem?

I had this problem before. Make sure there is no printer fuzz coming up from under the edge of the belt.

Is that the belt as in the belt in the motor?
