Font for Home Improvement is OPTIAurora Regular (This was the closest match I could find)
Top is stretched bottom is not stretched or very slightly stretched.

JJL is likely a hand drawn shape and not a font.
I was able to trace it in 30 seconds so it shouldn't be hard to reproduce.
