Laminator beeps but doesn't turn

I have a GBC WF cold laminator. When I push the forward button the safety signal beeps. I won't start to turn until I turn the speed up to alight max. Sometimes it doesn't turn at all. I usually use the foot controller and it does the same thing with that.

I can replace the speed knob rheostat pretty easily but wondering if it's the whole control board - thoughts?

What is the model number. On some of those machines, the potentiometer is part of the Control Panel PCB.

If the E-Stop is pressed it won't run at all.
