Landmark signs.

I am doing a sign on a landmark building. Sadly City of Chicago is the worst place to do any business with. None of them return my calls... to get an answer I would have to wait in line of hundreds to get a simple question answered. So I'm turning to you guys for help.

What are the procedures usually done for signs on landmark buildings?
