Latex 700 Overcoat still wet after drying

I am trying to print on Orafol Orajet 3165 with overcoat. After it cures, the ink/overcoat is still wet and scratches right off with barely any pressure. Im new to using a Latex 700 and the profile says that the overcoat is on. Looking to see if anyone has any ideas as to what the issue might be. I'm stumped and there isn't much on the internet when I look it up.

What is the overcoat and curing heat set at in the profile?
Overcoat should be 0.5 or 1.0. Raise the curing heat until it cures properly.

The overcoat is at 1.0 and the curing heat is set at 194°F

Try 203f or even 212.
You could also reduce that OC to 0.5 unless you really need a lot of it.
