Substance has a fluorescent vinyl that's UV reactive in a couple of colors. I don't know exactly what you're looking for but I can tell you from experience that I spent a LOT of time looking for a white vinyl that would fluoresce under UV last year for a night club project and struck out repeatedly. Don't order a roll without testing a sample first, I had several reps from different companies swear to me their stuff would glow and not a single one did. I wound up having to use a photo-base paper for my project because of the optical brighteners in it. Obviously that's not gonna work for you.

most UV reactive vinyls i've seen were either stock fluorescent colors, or the base "white" being a snot-green color. the former being wrap vinyls from 3M/Oracal/Avery (i think?)
can't imagine any printed colors would react without some clever halftone patterning, as the ink would surely inhibit the effect.
