Looking for vendor/name of building banner bungee mounts

We purchase a few sets of these about 3-4 years ago. I've searched all around with no luck. Does anyone know what these are named or any vendors that carry such items?

The plastic blocks screw to the walls, the the bungees allows for easy hanging of banners.

Please let me know if anyone has any insights.
