A number of years ago a store was fined for having one of those signs that said Open on one side and Closed on the other. Because it wasn't considered permanent and they didn't have a permit. They ordered a bunch of them and started selling them and just posted their own inside the store rather than on the window. Where there is a government idiot, there is a way.

Los Angeles is the poster child for bad government. Two council members are going to prison for taking bribes from developers to get their projects done. There is at least one more going down as well. The bribes were in the form of trips to Las Vegas, thousands of dollars of chips (that's how he got caught, the casino thought the cashouts didn't match his chip purchases) and hookers for him and his staff/friends.

They also pulled police out of the famed Melrose area and let 88 business get burned to the ground a few months ago.
