Need Help Mimaki JV100 driver and RL7 issue

I am trying to install a new JV100-160 and although I have installed the ver. 5.7 driver and RL7 ver. 3.0.0 I get an error "RasterLink7 cannot be started because Mimaki Driver is unavailable or not installed. I do see the driver in the Device Manager.

Uninstall driver and RL. and fresh install. You must have at least one jv100 profile installed in RL.

I have done this it did not help I still am unable to open RL7
