It's one of the many versions of Modified Roman...there are a bunch out there, especially since every monument shop now has the ability to tweak their own fonts so as to make it next to difficult for another date cutter to match their work. We've seen a few doozies over the years.

More than likely, you'll have to start with something close and modify it, and then add your outline.
