Mutoh VJ-1604 heater issues

Hi my name is Cody and I am having some serious issues with the heaters on my printer. The Platen heater does work just fine but my pre heater and after heater doesnt even come on. What part do I need to fix this? Would it be the heater relay board? Anyone have any suggestions?
