Need Font ID

Tried uploading this pic from my phone to WhatTheFont but because of the lines in the photo it was having trouble identifying and not in front of a computer right now in order to clean it up.

Any ideas on what this one is?

I don't have any kind of name for the font, sorry. However, the 3 and 2 are really close to a style used by the Norfolk and Western railway to number their steam locomotives beginning in the 1890s of so. I had to draw it in Illustrator to make stencils to letter a full size locomotive, but the 1 is not the same, as I recall. It is an older industrial font.

Railroads almost always designed their own letters and numbers rather than using a standard font from the print world.

It is definitely a tough one. tonight I played around with it a bit and I vectorized the image and did as much cleaning up as I could do and came up with this reproduction.... done in vertical because that is how the format will be on this truck
