Need help with Post and Panel pricing and install question

A customer wants me to fabricate and install a post and panel sign. Real basic no frills sign for a development. Size is 6'6" x 3'4" double sided digital print.

It's not our normal thing and I've never produced one.

I'm coming up with around $1300 to $1500 installed. Just not sure if I'm low, high or in the middle on my price.

Second question, do most people just sink them into the ground or install with concrete. It's going to be up for a while but it's not permanent.

first things is where is this going? as in is this inside the city limits if so then you will have to pull a permit and with a new install may need to get an engineer to approve the install specs.

regarding what you have listed, we would be closer to 900-1000, this is with the customer pulling all needed permits, and it is always safer to overprice when you don't know how to do it.
you may want to do a search on Sign sled or skid signs since this is a temporary

frame made for 4x4 lumber and buried in the ground a min of 36" no concrete since this is development sign
 
It's outside of the city limits but I was going to verify permits, requirements, etc... with the county before going much further.

Do you prefer to fabricate your own post and panels or buy one of the prefab kits?

once all fabrication is done, paint
we like using matte black as it hides the scuffs during transport.
make sure to take paint with you for touch up after installation.
