Newbie Resize Question

Hello all. I'm new to the business and new to adobe PS and AI. I have a seemingly simple issue that is driving me nuts. A customer sent a PDF file for some window perf art. The file is 25''x7'' which is much smaller than the actual window (61''x22''). I resized the image -Canvas- in PS adding 2 inches of bleed on each side. We printed, lamed, sent it out to the customer and then got the horrible phone call... SIZING IS OFF!! 2 inches in each direction.. I had to trash the print (ARGH!!!)..

So what did I do wrong? It seems that I stretched the whole print. I need to resize the print up to the correct size, then add bleed around the edge.. Any help would be much appreciated..

I had a similar problem, i use corel, and client sent me a pdf file from photoshop. Corel wouldnt let me resize. Weird.
