Makeshift levees hold floodwaters at bay.
Most do not have flood insurance, so I imagine it would cost way more to repair a flooded home than to be pro-active and build your own levee.
Not sure if they will hold but I think I would do the same thing if I was ever in that situation.
I think it would be a good idea to build with a layer of plastic in between, to keep the levee from getting soaked, and then breaking down.
