Oracal cobalt blue to PMS match?

I'm getting a pan face painted. Face will be blue with white lettering.
I would like to get as close a match to Oracal's cobalt blue vinyl as I can (#065). What PMS color can I tell the vendor to match as close as possible to get this color?
