Outdoor perforated aluminum signage issues

I would like to ask if anyone can make a comment and or help me remedy an outdoor banner that was produced by an outside supplier. The banner is mounted on a post sideways using steel clamps with on the side and a couple of O-rings 2 of each top and bottom on the dowels. Due to high winds, the O-ring just tore right thru the perf aluminum. Wanted to ask if anybody here would recommend a better solution to fasten this sign on high winds.
