I want to size a jpeg, then make it transparent in photoshop. Only I don't remember the steps.

Image > Image Size ... Enter Dimensions
Layer > New > Layer from Background ... Use preferred tool to select and delete parts you want to be transparent
Save as PSD to preserve transparency or Save for Web with GIF as format and preserve transparency checked. JPG format does not support transparency.
