Looks like it started out as either Signet Roundhand or Snell Roundhand.
It was then backslanted, condensed and had the initial caps moved and resized. And, of course, the whole thing was emboldened probably by adding a color matching stroke.
A classic case of too much computer power in the hands of someone trying to save a professional fee.
