Primer Recommendation Needed

We are preparing for a concrete block wall wrap job. The material being used is 3M IJ8624, supplied by the customer. It is for a school and the wall has been treated with an anti-graffiti coating. Experience has proven that this makes adhesion difficult with standard vinyl. I had a colleague mention a primer but they did not know what product to recommend. Anyone have any ideas of what should be used in this instance?

Primer 94 is the suggested one for 3M Products
no idea if it will work on anti-graffiti coating

Would STRONGLY suggest a waiver that you are not responsible

That's kind of what we had determined based on what we found online. Good idea about the waiver, hadn't thought of that.
