Printable-Reflective Heat Transfer Material

Does anyone know how you would make a heat transfer like this? It is reflective material that appears to be printed on with black.

union ink has a reflective ink for screen printing.. i guess it depends if you're looking to make one or 20 eh?

Are you positive its just not cut out?
If the black does not have to be reflective then you could just cut the design out of reflective.

the picture makes it look dark green over reflective on a black shirt..

It also looks like the dark green is plotter cut vinyl..maybe flock that was adhered to the reflective with a heat press??..maybe?

It looks to me to be straigh up reflective vinyl with the lettering cut out. We carry cut only reflective and printable.
