Printing a really dark, need help

I have this skull a guy wants and I have been trying to figure out what I am doing wrong. It is printing WAY too much black. I am using Flexsign. I have tried to back the black way down without any luck. I converted the RGB to CMYK in photoshop. What am I doing wrong or what can I do to change it?

Have you tried possibly lightening up the whole design? On some color i know i'll lighten them up a tad because i know many print darker.

Also, make sure your using a good profile that matches the vinyl media and your machine.

Use curves in Photoshop. Lock the midtones, and raise the quarter-tones. Play around and get more contrast.
