Besides all that, we actually have a dedicated "Kiss" plotter and a "Perf" plotter - my favorite solution :p
Assuming you have a high enough throughput to not make this an even more tedious task!

For an actual time saver, someone would need to make a dzus style mount for the bracket. 1/4 turn to loosen, move bracket, 1/4 turn to tighten, profit! I'm kinda surprised they make them at this scale, I only ever see them used for fairly bulky fasteners that are hidden behind the panel and driven with an allen head, but that would add a tool into the mix. Anyway, dzus screws are the coolest!

We do roll to roll - print a full roll as kiss cut, roll it up.... Reload the roll and perf cut while someone stands there and pops them out.

For us, the thread on the bolt strips easy... We've replaced it a half dozen times... We started to just not use the plastic piece when perf cutting, this allows us to use the plastic piece still.

I mainly want to print a new knob that you can insert a hex into, then when the threads inevitably die, you can just use a new 5 cent bolt. It's next on my projects... I mainly did this to help op out, my workflow doesn't benefit from a quick swap.
