Raptor Liner?

I have a customer who has a tow truck that has everything behind the cab painted with tintable Raptor Liner spray bedliner material.
Does anyone know of something that would stick to this stuff?
It is a urethane based material, and the texture is fairly mild. I've already tested Ruff wrap with no success.

IJ8624 Scotchcal Textures Surface Vinyl Maybe?? I would imagine heat would be a very necessary tool for a suface like this as well...

I've thought about that type of material, but I'm concerned about wind. Most buildings don't regularly drive down the road at 65 mph

yes, but wind DOES sometimes drive by buildings that fast...
