Registration marks not really actual size

Hey guys, I'm using X6 and i make a art board of 2x6' for a banner i am doing with no bleed, Place text inside and save as PDF. Now since there is no bleed and it's a 24" banner on 30" material, I check registration marks in the PDF settings and the inside of the marks aren't 2x6', It's a tad larger.

Is there anything i am doing wrong or is this how it always is?
