Roland SP300i cloudy printing on banner for a single color

Can anyone suggest why the print is coming out kind of like cloudy white smudges...looks a bit like finger prints... on the blue single color... ?
Is it contaminated banner vinyl or printer?

have attached photo..hopefully can see what i mean...regardless the color is not solid..but has a cloudy effect on random spots

any help, comments much appreciated

If it looks like fingerprints, then it probably is fingerprints.
