Rough Surface Vinyl Suggestions

I am trying to find the right material for use on outdoor equipment. this equipment has a rough painted surface. I am printing, laminating and then die cutting these decals. They are usually about a six month term decal. I was told by sales rep the General Formulations product would be perfect. Made 100's of these decals and first day, the customer reports they are not sticking. I applied a large piece to my textured wall and it worked well! and I need serious help to get this resolved. Currently working with the rep but want opinions from people like me who are doing this everyday. I am learning as I go but I can't afford mistakes like this! Any suggestions would be greatly appreciated. Also, I am NOT doing the installs.

Sounds like surface prep issues? Maybe need to install one on site yourself if possible. Arlon dpf 8000 is our go to high tack vinyl.
