Screen Printed .020 Styrene

A client brought me a card, it appears to be .020 styrene, 4/4, 5" x 4.25" with a very high level of detail (think 2pt font). I don't think a flatbed would be a good choice because of the level of detail required. The sample appears to be screen printed. Is this something that would easily be done? Is screen printing the best route? Would there be a merchant member willing to send me a quote for $4500?

I have just heard from someone else in our organization that this is likely printed on a UV press. Out of luck on vendors for something like that. Can anyone make a recommendation for someone who could answer some of our questions and ultimately return a quote.

It could have been screen printed and dryed thru a UV dryer, you have a picture of it?
