Setting preference for new layer order?

In Illustrator, when I create a new layer in the layers palette, is there a way to set it so that the new layer goes to the bottom instead of the top?

New Layer:
The first, and by far the most important one, is the “New Layer…” keyboard command (Command-L). How this one eluded me for so long is a major mystery, but man am I glad I found it. It seems so obvious now that I know what it is, but the odd thing is that it doesn’t show up in the Layers palette flyout menu. Normally an enabled shortcut will reveal itself in the menu item. Maybe this is only on OS X. Add the Option key to open the layer Options dialog box before creating the layer. Bonus: add a new layer underneath the selected layer by Command-Option clicking the new layer icon at the bottom of the Layers palette.

edit: cant figure out the keyboard combo on windows yet

hold shift when hitting new layer to put it above the selected one is all I have found so far

edit: in photoshop ctrl click puts a new layer below the current one, but doesnt work like that in illy

edit: ctrl alt click new layer puts it below selected, but pops up the layer dialogue first

Thank you, jhill! That's what I needed. I wish it didn't do the dialogue box first but I can live with it.
