Silly banner question

Ok, so I have two brands of banner material I bought from two different companies. Each material has a smooth side and a rougher side. But, each material is on roll the opposite way. In other words, one is smooth side out and the other is rough side out. My question is, which side do you print on? Or, does it depend on if you want a more glossy finish or matte? I have printed on both and other than the wetness after printing, I dont really see a difference.

PVC Banner media can be wound print-side in (reverse wound) or out (normally wound). The smoother side is intended to have ink on it in most cases.

What exactly is blackout scrim? I saw the black out and Im assuming that is what you are referring to.

Blackout scrim, banner, etc is material that is design with a layer in the middle that is supposed to blockout light and shadows from the other side. Typically it is designed to be printed on both sides, but not always. And as the others said, typically you want to print on the smoother side of the banner material. Some manufacturers roll the banner with the print side in to help protect from fingerprints, oils, dust, etc. from handling the roll of media.
