has anyone ever heard of a printer that will print on window blinds?
or a printer that will adjust its head height as it's printing? or both?

A flatbed could do it if the heads can clear the blinds and the blinds can handle the heat from the UV light. We used to print ceramic tiles and other odd stuff with a PressVu at a former job I had. It really sucks having to spend the extra time setting it up, though.

Yeah I figured the setup was tough. but some guy said he knew of a printer that will actually adjust its print head height as its printing. sounds inconceivable to me but you never know.

I've never heard of one that would do it while in the middle of a job. I would think that you would just have to print the different surface heights separately.
