Strange pixel issue will fill in photoshop cc 2015.5

So would anyone want to try something to see if you get the same results.

8.5x11 file. 150 dpi.

Blue fill over a background
Now change or lower the fill% and see what you get. Here are some pictures at 100%, 75% 50% 25% and 10%

It is keeping a very strange pixel.

too many variables at play.

It looks like a transparency mode is at work here given that the pixels are influenced by your under layer's compression artifacts.

Dunno the color space, exact colors used, are you CPU or GPU displayed? Drivers? Are you mixing color spaces? Color profile?

Its RGB, does not matter if i run it off of GPU or CPU. Its only a fill layer. I can dot he same thing to anything else in the project and it works like normal. It is a just a square box with a blue fill. No layer styles or anything. Even removing everything from the file except for that one box and still get the same issue.
