Toolbar LOCK in FlexiSIGN & PRINT 19

Those toolbars stand there default. If you don't click and drag them so they will not leave their positions.

Wondering if they can be locked. More often than not when mousing over a certain tool to select it, those lefthand side toolbars will just jump to another place.
