Uneven mottled print on VS-540i

I'm experiencing light spots in my print. Primarily on 20% black. I've tried automatic head cleanings and several different print profiles with with minor effect but nothing seems to fix the problem entirely.
I'm printing on a Roland VersaCamm VS-540i using 3M IJ180mc-10. I generally use the GCVP profile but i've tried the IJ180mc-10 profile as well.

I think this might be a material issue. Does it happen on other vinyl types? Try printing 20% of any color and see if it makes the same pattern. If it does, I would put my money on bad media.
