Using Epson 1400 for Decals

I have a 1400 with cobra cis pigment inks. Is there a media that I can print on to create waterproof decals? I may be laminating and contour cutting using my graphtec cutter. Will this pigment ink also stick on printable heat transfer vinyl?

Only vinyl I know of thats inkjet compatible for stickers is this

There is several different inkjet heat applied vinyls to choose from.

I didnt like the stuff I got from Coastal though. Stuff is thick.
