Vinyl for Zero VOC paint?

Installed a bunch of white die cut letters on what I later found out was a wall covered in zero VOC paint. First we used Oracal 3651, and it was coming up before they could finish the install. After a successful test strip over 3 days, did the wall again, with ControlTac, and now it's beginning to come up on the edges after 10 days. Does anything work on this paint?

I don't know about normal cut vinyl, but IJ480 is supposed to work with it.

I know that this is written toward wall wraps, but it's good info. We are doing the double-alcohol wipe down on all wall wraps now.

Thank you for the help. We're going to get some paint and test it out around here. Any clue if there's a non-3M material that works?
