It's better to have two hands than one glove.
as far as rivets specifically I'd opt for dry.

In general, which means there's a non-zero probability of exceptions, those unsure of their skills apply wet, those comfortable with their capabilities apply dry.

Never go against the family
Standard vinyls you can if you need to, but you never want to apply vinyl with air release channels wet. Liquid gets trapped in the channels, gets sealed in, and causes premature failure.
