What is this surface where the vinyl is installed on

I need to install vinyl on top of a surface and then install it on top of these machines.
I have no idea what is that material that is under the vinyl.

Looks like maybe a painted metal, perhaps powder coated?

The material seems like a styrene, a flexible pvc something like it. The vinyl goes on top of that and that whole thing together gets installed on top of the metal. I just wanted to know if there is a specific material that takes the place of what I called "styrene".

Most likely expanded PVC, brand names Komatex, Sintra, Trovicel, etc.
